Burke County Inmate Channels
The official local custody starting point is the Burke County Jail page. It gives the jail contact point and connects the public to the jail handbook. The Sheriff's Office is led by Sheriff Banks Hinceman, and the county sheriff and app sources are the main official channels for jail and inmate information. The jail page itself did not expose a complete public roster in the static source reviewed, so the app and the Morganton P2C inquiry matter.
The Burke County Jail page is the source for the county jail image used with this inmate search section.
This image is included because the jail page is the official local custody contact point for Burke County inmate questions.
| Lookup Channel | Best Use | Limit |
|---|---|---|
| Burke County Jail page | Official jail address, phone, handbook, and custody questions. | No complete static roster captured. |
| Burke County Sheriff NC app | Jail Information and Inmate Search feature listed by the app stores. | Feature is app-based. |
| Morganton P2C inmate inquiry | Municipal inmate listing/search for Morganton Department of Public Safety matters. | Profile-level fields were not captured in static text. |
| NC DAC offender search | Sentenced state prison offenders, probationers, parolees, and history back to 1972. | Not the Burke County Jail pretrial roster. |
| VINELink North Carolina | Custody notification and release or transfer alerts. | Not a court record or full jail profile. |
| BOP inmate locator | Federal inmates. | Not local Burke County custody. |
Burke County Jail Contact
The Burke County Jail is the county detention facility for local custody questions. The official jail page lists the facility as Sheriff - Jail at 130 Government Dr, Morganton, NC 28655, with phone 828-764-9590. The research did not locate an official capacity figure, but the inmate handbook references housing blocks A, B, C, D, E, F, G, and J. It also describes classification levels as Minimum, Medium, Maximum, and Administrative Segregation for serious safety or security threats.

Morganton, NC 28655

Video visitation only through PayTel; no in-person visitation.
Use the jail contact for custody status that is not shown in a public lookup. Use the Clerk of Superior Court or eCourts for court dates and case records tied to a booking, and use Burke County warrant records when the question is about an outstanding warrant rather than current custody.
Burke County App Search
The Burke County Sheriff NC app is the most important app-based channel for Burke County inmate records. The app listings advertise Jail Information and Inmate Search, plus Submit A Tip, Handgun Permits, news, and public safety information. Since the static county jail page did not provide a complete roster, the app should be treated as an additional official inmate lookup channel rather than a minor convenience.
- Install the Burke County Sheriff NC app from the App Store or Google Play.
- Open the Jail Information or Inmate Search feature listed in the app.
- Search by name when the app provides a search box or roster list.
- Compare any custody result with court records if the next need is a hearing date, bond, or charge outcome.
- Call the jail if the person is not listed but may have been booked recently.
App roster results can change faster than court records. A release, transfer, hold, or court event may not appear in every system at the same time.
Morganton Inmate Inquiry
The Morganton Police-to-Citizen inmate inquiry is a separate municipal channel. It showed a jail inmates listing and visible names in the static capture, including several people listed by last, first, and middle names. It should be described as a Morganton Department of Public Safety custody lookup, especially for cases that may begin with city police activity.
The Morganton Police-to-Citizen inmate inquiry is the source for the municipal inmate image.
The P2C image helps separate Morganton municipal custody lookup from the Burke County Jail page and state prison searches.
| Field Label | Type | Required | Notes |
|---|---|---|---|
| Visible name list | Text/list | No | Static capture showed names, not a full profile. |
| Name search | Interface field | Not confirmed | P2C interface supports inquiry/search behavior, but full field rules were not captured. |
| Profile details | Profile page | Not available in capture | Booking number, charges, bond, court date, and release date were not captured. |
State and Federal Inmates
Not every person connected to a Burke County case is in the Burke County Jail. A sentenced North Carolina prison offender, probationer, or parolee belongs in the NC Department of Adult Correction offender public information search. Federal inmates belong in the Federal Bureau of Prisons inmate locator. These databases answer different questions than a county jail roster.
The NC DAC offender public information search is the source for the state offender search image.
The NC DAC image is relevant because it shows where Burke County users should look after a person moves from local jail custody to state correction records.
The Federal Bureau of Prisons inmate locator is the source for the federal inmate image.
The BOP image clarifies that federal custody is searched outside Burke County jail and outside the North Carolina state prison system.
Burke County Inmate Fields
The research found a clear jail process inventory from the Burke County Jail handbook, but it did not capture a complete public jail profile with every booking field. For that reason, the field inventory should be framed carefully. The official materials support intake, classification, housing blocks, mail identifiers, medical request rules, property rules, and PREA reporting channels. The Morganton P2C capture supported visible inmate names, but not a full profile.
| Field or Topic | What It Shows |
|---|---|
| Name | Morganton P2C static capture showed visible inmate names in list form. |
| Inmate ID number | Required for mail addressing, but not captured from a public profile. |
| Facility ID Number 5020 | Used for general mail processing to the Greensboro mail center. |
| Housing block | Handbook references A, B, C, D, E, F, G, and J blocks. |
| Classification | Minimum, Medium, Maximum, or Administrative Segregation based on safety and security. |
| Charges and bond | Not captured from the P2C static source; confirm with court records or jail contact. |
| Court date | Use eCourts or the clerk because jail pages may not show full court scheduling. |
| Release or transfer | Use custody notification tools when available and confirm with the jail. |
For charge outcomes, pleas, sentencing, and dispositions, the jail record is not enough. Those details belong in the court file and should be checked through eCourts or the Clerk of Superior Court.
Burke County Booking Process
The Burke County Jail handbook says medical screening is conducted during each admission and whenever staff have wellness concerns. During intake, inmates receive facility rules and PREA information. All inmates are classified into housing groups described as Minimum, Medium, or Maximum, and jail staff review classification based on safety, security, and operations.
Personal property is controlled. The handbook describes an inmate storage container and lists items that may be allowed, including a uniform, shower shoes, mattress, linen, towel, washcloth, limited white underclothes, hygiene products, legal mail, soap, shampoo, deodorant, orange cup and spoon, and canteen items in original packaging. Excess property or contraband may be stored in the property bin, and property left 30 days after release is treated as abandoned under policy.
- Classification
- The jail's placement decision based on security, safety, and operational needs.
- Administrative Segregation
- A restricted housing status for serious safety or security threats.
- PREA
- The Prison Rape Elimination Act reporting and prevention framework used in custody settings.
Burke County Inmate Visits
Burke County Jail visitation is video-only. The handbook states that all visitation is conducted through PayTel Video and that the jail does not have in-person visitation. On-site video visits are not face-to-face visits. They use video equipment and must be scheduled by housing unit. Remote visits may also be available through the PayTel system.
| Housing Unit | Visit Day | Time Windows |
|---|---|---|
| A Block and B Block | Saturdays | 7:15-8:45 AM, 9:15-10:45 AM, 1:15-2:45 PM, or 8:15-8:45 PM depending on recreation schedule. |

| E Block and F Block | Tuesdays | Same time windows; one visit per week. |
| G Block and J Block | Thursdays | Same time windows; one visit per week. |
Visitors except children under 18 must create an online account, upload a photo and valid government ID, and wait for jail approval. On-site visits are free, must be scheduled at least 24 hours ahead and up to 30 days ahead, and are limited to one 15-minute visit per week for each registered online account. Remote visits cost $0.50 per minute. Video visits are recorded and may be monitored.
Burke County Inmate Mail
The handbook sharply separates general mail from legal mail. No physical general mail or photographs are accepted at the jail except legal mail. General mail is routed to a processing center, while legal mail goes directly to the jail and must be marked Legal Mail or Attorney/Client Mail. Mail cannot include cash, personal checks, or money orders, and envelope contents must meet page and content limits.
| Mail Type | Address or Rule |
|---|---|
| General mail/photos | Burke County Jail, Inmate Name, Inmate ID Number, Facility ID Number: 5020, PO Box 18247, Greensboro, NC 27419. |
| Legal mail | Burke County Jail, Inmate Name, Inmate ID Number, 130 Government Drive, Morganton, NC 28655. |
| Physical mail at jail | No physical general mail accepted except legal mail. |
| Restrictions | No cash, personal checks, or money orders; mail must be 10 pages or less per envelope and no larger than 8.5 x 11 pages. |
Commissary schedules may change for holidays or operational needs. Family and visitors may not physically bring clothing or personal items to the jail. Clothing and other personal items must be bought through jail commissary or an online vendor and shipped to the inmate's name and ID number at 130 Government Dr, Morganton, NC 28655. The research did not locate an official commissary vendor URL, deposit kiosk location, phone deposit number, or item pricing.
Note: Non-emergency medical care is listed at $20 per incident, but no inmate is denied care for inability to pay.
